Licensing and Compliance
Support all licensing activities required for the Company’s operations, and ensure that MEASAT Satellite Systems Sdn. Bhd. (MSS) possess valid operating licences/permits and maintains ongoing compliance with existing regulatory legislation.
Perform continuous research on regulatory framework of Malaysian and foreign jurisdictions for satellite access, monitor changes in law and policy arising, develop and update MSS database and checklists e.g. Local Regulatory Checklist for Licensing and Compliance and Foreign Regulatory Checklist for Satellite Access (for Landing Rights and Licences/Permits).
Review, advise, assist, coordinate, track and undertake all matters incidental to ensure MSS is in compliance with the conditions of all licences and relevant Laws, Regulations, Notifications, Determinations, Industry Codes, Guidelines and Policy matters.
Support new Apparatus Assignments (AAs) applications and ensure timely renewals of all AAs and licences issued to MSS by the Malaysian Communications and Multimedia Commission (MCMC).
Ensure implementation of directives/notices from Government across operational business units.
Attend to reporting requirements of the MCMC e.g. Audited Accounts for Return of Net Revenue (RONR) submission pursuant to Universal Service Provision (USP) Regulations.
Assist with preparation of letters, replies and submissions relevant to queries and official correspondence from Government(s) and/or regulatory authorities.
Handle regulatory aspects to support overall corporate strategy objectives and projects.
Assist to provide specialist advice on Malaysian regulatory framework and local sensitivities.
Assist in lobbying activities to ensure MSS interests are represented and protected in changing environment.
Track trends in satellite regulations in global markets impacting operations and interests of MSS business units.
Attend relevant Government/Regulatory/Industry meetings to ensure that MSS’ interest is protected.
Attend relevant internal business units meetings relevant to the functions of the department
A Bachelor’s Degree in Economics, Finance/Accountancy/Banking, Telecommunications/Communications Engineering, Law or equivalent from a reputable top university.
Fresh graduate or 2 years work experience in regulatory licensing and compliance in multinational organization, preferably with experience in audit/banking/research/telecommunication sectors
Excellent English and Bahasa Malaysia communications skills, both verbal and written

Ability to present thoughts clearly and concisely, both written and verbal.
