Senior / HSE Executive (Oil & Gas)
Selangor - Damansara Sunway


Reporting to the HSE Manager, accountabilities include:

  • Responsible for overall planning, implementation on environmental, safety, health and security matters of the project sites.
  • Responsible in ensuring the applicable procedures and practices are in accordance with the environmental, safety and health statutory acts/regulations.
  • To advise project team including client, consultants and subcontractors of the safety regulations such as the Factories & Machinery Act 1967, Occupational Safety and Health Act 1994, Environmental Quality Act 1974 and other applicable statutory obligations by Local Authorities, Government Department and Agencies.
  • To participate/support OSHA implementation and audit activities
  • To identify potential hazards, assess the risks and determining necessary controls.
  • To establish, review and update the Environmental Aspects and Impacts Register and Job Safety & Health Analysis, Safety & Health Legal and other requirements register.
  • To be responsible for ensuring Project Managers are familiar with the HSE Management Systems requirements, inspection program and activities.
  • To conduct HSE induction/training for all level of project team.
  • To coordinate the HSE Committee Organization meeting every month or as required.
  • To compile and update Monthly Safety and Health Report of the project  so as to keep track of safety performance indicator.
  • To coordinate with the Client during site inspection, audit activity and other safety programs.
  • To coordinate other duties as and when necessary to ensure the safety, health, security, welfare and environmental aspects in the project site is given appropriate attention.
  • Assisting the HSE Manager in implementing the guidelines given in HSE Plan.
  • Ensuring the full compliance with PBJV Group Sdn Bhd HSE regulations and requirements.
  • Conducting pre-job safety meetings with all sub-contractors before they start on the facility/site.
  • Inspecting the entire facility on a continual basis, making on-the-spot corrections of unsafe acts of the workmen and taking suitable steps to eliminate all the unsafe conditions.
  • The HSE coordinator will provide an inspection report indicating all the unsafe conditions prevailing on the facility, highlighting the status of rectifying such conditions.
  • Planning the requirement of first aid, fire fighting, safety signboards and safety appliances well in advance.
  • To participate/support OSHA implementation and audit activities
  • Ensuring that the accident report in the prescribed format is sent to all concerned parties as explained in company reporting procedures
  • Conducting safety meetings with all staff members, which will be chaired by the Vice President (Operation)
  • Provide induction training for all the staff and workmen upon arrival on the facility as well as organizing refresher sessions whenever required and ensure all are properly maintained.
  • Preparing and forwarding the HSE safety performance monthly report.
  • Other tasks as directed by HSE Manager.


  • Candidate must possess at least a Professional Certificate/NiTEC, Diploma, Advanced/Higher/Graduate Diploma, Bachelor's Degree, Post Graduate Diploma, Professional Degree, any field.
  • At least 5 year(s) of working experience in the related field is required for this position.
  • Preferably Senior Executives specializing in Engineering - Civil/Construction/Structural, Engineering - Environmental/Health/Safety or equivalent.
  • Understanding of all relevant legislative requirements with respect to the Health and Safety Acts
  • OSHA Thorough knowledge of company loss management, environmental, health and safety procedures
  • Experience in implementing an effective loss control program
  • Thorough knowledge of installation layout with emphasis on environmental monitoring, safety, evacuation 
and lifesaving equipment
  • Proven planning and cost management awareness
  • Experience with personnel training and competence assurance
  • Thorough knowledge of Company policies and procedures as well as industry and regulatory codes relating 
to the function
  • Leadership and teamwork skills.
  • Proficient in English both written and oral.
  • Effective communication skills (written, oral and computer).
  • Ability to recognize and resolve conflict.
  • Demonstrated crisis-management capability.
